Who are “we”? Examining relational ethos in British Columbia, Canada's COVID-19 public health communication

This paper investigates the multiple meanings and functions of pronoun “we” in COVID-19 public updates by British Columbia's acclaimed Provincial Health Officer Dr. Bonnie Henry 2020. Our rhetorical case study shows how contributes to Henry's relational ethos attempting foster a communal identity with her implied audience while also distinguishing health expertise, actions, authority from citizens' knowledge actions. Ambiguous uses blur line between responsibilities as citizens. Overall, our analysis demonstrates significant but ambivalent role this can play building relations social trust among citizens, experts, institutions within science communication contexts it suggests importance judicious usage when communicators strive these relations.
